My stepbrother had something like this when he was a teenager. I was pretty young, but I think the doctor determined it was a fungal infection, from not drying his belly button after showering? We live in a humid climate.

Try keeping some fresh gauze on the area, change it periodically? See if that helps any. Or if it keeps up/gets worse, see a doctor.
