I took one at 1PM, which was five and a half hours ago. So I'd be okay to take another one in half an hour. It did help, it has just worn off.

I have electrical heating pads, the kind you plug in. Is a rice one going to be better? And if so why?

Well, for one rice packs aren't continuously using electricity; they're cheaper to make and use in the long run. For another, they're generally easier to mold to your body and provide a localized heat source. Lastly, if you fall asleep with a rice heat pack on, you don't run the risk of burning yourself in your sleep.
