Referring to someone as "a retard" is generally not called for, but calling someone who has a cognitive disability that has been diagnosed as retardation "retarded" is... correct terminology.

People take it too god damn far sometimes, and get all bent out of shape about it, but that's still the medical term. It's along the same lines as someone getting mad because you said penis or vagina; yeah, it happens, but the person getting mad is probably in the wrong unless you specifically used it to be derogatory.
