The main reason: there's no way to ensure enough people will work to produce the "minimum necessary" of goods to keep the rest of the people who doesn't want to work.

There's also the abuse such a system could cause. So children get a wage? Do their guardians receive it for them? Can we ensure that it goes to the benefit of them, instead of adults enjoying the perks while the children don't (that, btw, is already an issue in many parts of the world, because instead of "wages" there are resources for certain groups that never reach those groups).

Among others. It just doesn't work in the real world and any attempt would create more harm than good.

I would make it so you have to be 18 to get anything. Otherwise you'd have people bearing children and keeping them in cages.

So people who have children would be forced to work to maintain them?

After all their living wage wouldn't take into consideration their children, so they wouldn't be able to abuse the system (good), but the system wouldn't provide as promised (a basic, livable, wage for just existing) and leaves children unprovided for unless their parents care for them... or unless children work until they are considered as "existing" to get the basic wage, which is rather creepy.

Either way, the system falls apart or lead humans into extinction.

And that's without touching the lack of production, which you decided to not mention at all!
