Kinda scratching my head here...

... I guess Nixon was small potatoes according to some presidential historians here, but I wonder why he hasn't been mentioned yet.

Matters of degree.

Nixon was terrible, yeah, but he's still not really in the running for the worst. Same with Reagan - terrible, fucked a lot of things up, but comparatively speaking isn't in the winner's circle for the Most Horrible Fuckhead award.
