Is chronic lateness a cultural thing when it comes to individuals from Pakistan and India?

As an Indian, yes.

I don't know about those two specific cultures. But I lived in Asia for 10 years. And most Asian cultures are relation based. So to them relationships are more important than being on time. So if someone wants to talk to them, they'll talk until the conversation is over, even if it means being late to something.

I don't think it's Asia specifically - Japan is ridiculously strict on time. And places like Latin America generally are more lax. I think it just depends on the country and the expectation of what "on time" means.

No, japan appears to be strict on time and as an employee you are expected to arrive on time or early, but otherwise they tend to make elaborate timetables only to then use them as a rough frame and everything takes until forever. I've found it very similar to Italy in this wax.

I've heard the theory that lateness is more of a cultural thing the closer you get to the Equator. Cuz, you know, winter is literally never coming.

Island time!

What I love is that a lot of my family/loved ones are from a frigid little island further from the equator than Connecticut but still talk about island time.

There's a local "mountain" (hey, it's more of a foothill but it's the tallest thing around) named for my mum's family as my thrice great grandfather was one of the original European settlers in the area; we'll call it Smith Mountain. The running joke in our family (especially with those who've married into the family) is that we all run on "Smith Mountain Time"--in other words we mostly run late.

idk specifically about India and Pakistan, but lateness as a concept is definitely culturally relative. Some countries "arrive at 6" means arrive 15 minutes before 6, other places it means arrive between 6 and 7, other places i tmeans "arrive sometime today maybe".
