I think your cause and effect in this situation are mixed up. You seem to think cats cause dementia that in turn causes owner to not curb their cat's behaviour.

I think it is more that people with dementia who happen to own cats fail at curbing behaviour, therefore let their cats run wild.

The cats aren't responsible for having bad owners, bad owners are responsible for being bad owners.
