Shorts under a skirt would be so uncomfortable. If you know how to move and sit in a skirt, even a short one won't show your undies, and just normal turning or a breezy day generally isn't enough to make *any* skirt flare up like that, unless it's made of some kind of gauze or something.

I don't know, I've had problems with some cute skirts that are longer flowing up, but I lived in a fairly windy area so there are times where I debate wearing the skirt or not.

I think i've had one or two days, at most, in any given year where the wind is strong enough to make that an issue. Though i generally wear maxi-skirts, so even then....

I'd think twice if i lived in a really windy area or had to daily go somewhere like those crazy, wind-tunnel streets in New York or Chicago.

I live near New York and yeah, I always debate which skirt to wear, some don't move and others love to just flow up and down, which is cute on the beach, but not so much on the streets of New York.

Err, I wear a lot of skirts, especially cute flowy skirts, and breezes can DEFINITELY upskirt me. I'm not sure how you haven't experienced that.

I don't wear "shorts" under skirts, but more like soft fabric boxers, or half (or quarter) leggings.

Dunno, just haven't. Skirt tend to wrap around, rather than fly up, in my experience.

Same. I've been upskirted exactly once and that was when I was wearing a really short, really flowy skirt on a very windy day.
