I do not understand why one wouldn't just go out in shorts if they were going to put shorts on at all.

The shorts I wear under a skirt are usually tiny enough that I would never be caught dead in them alone (because I have a lot of junk in the trunk and I don't like the attention). The skirt enables me to wear the shorts, and combined I get far more airiness around my legs than I would in, say, baggy shorts closer to my knees, without the paranoia of flashing my underwear.
