Posting just to say that I also wear shorts under skirts and have known others who do it too; just find it easier to move around in without worrying about the skirt lifting up or something. The ones I wear aren't actually visible through the skirt(s) though, either from wearing shorts thin/short enough to be worn only for that reason or skirts that hang so that the shorts wouldn't be noticeable anyway, etc.

Surprised at some of the shocked disbelief about different preferences throughout this thread. But then I don't actually wear skirts all that often so idk man
