There's definitely a resistance to Nancy breaking out of the traditional plotline for her character type. It's disappointing.
I think "slut shaming" is taking it a bit far but people do seem to find her agency off putting.

I find agency offputting when it means doing stupid things, which, from what I've heard about the character, sounds like the problem. I also find the word "agency" offputting because fans always defend the (female) characters they like who do stupid things because MUH AGENCY

I don't think she does anything especially stupid. She's pretty inconsiderate of Barb when they go to the party, because she had a crush on a boy and she'd been drinking. Considering the lengths she goes to find Barb afterwards I don't think her character is defined by doing "stupid things".
I guess if you haven't seen the show that doesn't mean much, but the word "agency" isn't necessary. She makes some rebellious decisions and does many incredibly brave things afterwards but there's an disproportionate focus on the "bad teen girl decisions" she makes.
