I think you're way overestimating.

I do think there would be a fair amount sex fantasy holoprograms, but not anywhere near 99%. Probably even a few with coworkers, though I would think not that many people would be that shameless and I would expect those programs to be locked down pretty tight with as many security protocols as someone could think of. I think the celebrities or the random imaginary ideal person/people would be much more likely.

If I had a holodeck, I would be a Jedi, or a character in one of my favorite books or shows, or, hell, Captain Kirk. I would be a fictional pirate or a vampire or a faerie. I would go to past historical events. I would have a place as I remember it from childhood. I would be a knight of the round table or a resistance fighter or a magic-wielder. I would go to places that no longer existed.

I would definitely do all of those things if I had a holodeck, but I would also bang super hot guys who fulfil all my sexual fantasies while I was at it. No reason Jedi!me or knight!me or pirate!me can't get laid.
