I don't think the issue was Steve's lack of understanding, per se... Tony didn't really give anyone a chance to be compassionate about the whole thing. Also, grief over your murdered father isn't really an excuse to go full vigilante and kill someone who wasn't in control of their own actions at the time.

Didn't Tony also mention he was angry Steve had kept it a secret from him up until that point? Granted, that also meant other folks knew, but I think those two things plus the fact Pepper left, were what made him finally flip his shit. Those present were just easy targets IMO.

I'm still going to go out on a limb and suggest this doesn't justify killing Bucky and/or Steve, or anyone else who happens to be a convenient target.
