Um fyi there are a lot of awesome female characters in Jump manga.
Cat's Eye was basically a manga ALL about women. Slam Dunk had a few badass female characters too, as did YuYu Hakusho and as does One Piece. There's also Gintama and Busou Renkin.
I could go on 8)

In two words: Lenalee Lee (of D.Gray-man.) She's more powerful than the majority of male characters, perhaps only second to the Generals (one of which is female) and Allen Walker, who's the main male. And it's anyone's guess about how she compares to him now that she's been given an upgrade.

You should check it out. There are so many powerful women in that manga, both good and bad, so don't be so quick to write off Jump just yet!

Funnily enough, in that SAME EXACT SERIES, Chrome is a Guardian (those Vongola ring holders that the OP was talking about) and a girl. Lal Mirch also kick ass as well.

Although technically most of Chrome's power comes from Mukuro Rokudo anyway?

In half of the Mist Guardian Ring Battle with Mammon, she actually fought herself using her own illusionist power until Mukuro came out and helped her. However in the vs. Glo Xinia fight, she beat the guy with her own person and even now can create her own fake organs without Mukuro's help.

Let's not forget Tsunade in Naruto. She's only the freakin' HOKAGE, one of the 3 legendary ninja, and more powerful (in battle and in terms of political power) than the vast majority of the cast. There's quite a few badass girls in Naruto, even though some of them don't get nearly enough (or, um, any) time to shine at all (*cough* ANKO). And Bleach is just full of awesome female characters - hell, Yoruichi! Yoruichi makes up for all the suck of the female roles in KHR! (Aside from Chrome and possibly Bianchi, the female characters get shafted so badly in that manga, ugh. It's part of the reason I stopped following it.)

I also agree with the above anon about One Piece. I want to BE Nico Robin when I grow up. She has enough badass in her pinky (well, given her power, that's a *lot* of pinkies and a LOT of badass) for all Jump female characters past and present. XD

I do agree, a lot of Jump manga tends to suck with female roles, but I think that might just be a trait common to youth-oriented manga in general. It's just as bad, probably worse in shoujo (mainly the shoujo fantasy stuff, HI FUSHIGI YUUGI.)

To Yuu Watase's credit, her later manga isn't so... uh... bad. Fushigi Yuugi was one of her first manga, and it shows.

Fushigi Yuugi: Genbu Kaiden features a pretty damn awesome female protagonist, IMHO.

If you're looking for awesome shoujo fantasy, I highly recommend Basara. A+++
