Season 2 does get slow, but I'd say you still need to watch it because it starts strong and ends strong. You at least need to watch the finale.

I can't think of anything that didn't end well (I know there are some I just can't think of any right now) but I could always go for more Homicide Life on the Street.

With regards to Twin Peaks season 2, I would say that you definitely need to watch through s2e9, and you definitely need to watch the finale. And then between those two points, you should definitely skip some of those episodes.

I think that's one thing to keep in mind about older shows - they're usually a lot less serialized and it's a lot easier, and often necessary, to skip around aggressively. Less so with something like Twin Peaks than a lot of other things, but even there.
