At a guess, they only translated Chat to Cat and not Noir to Black because of copyright infringement on Marvel's Black Cat, who's close enough to a superhero for Marvel to rain down lawyers upon them if they'd called their superhero "Black Cat". And they translated Chat to Cat because young native English speakers wouldn't automatically make the Chat/Cat connection especially when "Chat" is itself an English word with an entirely different meaning.

Don't get me wrong, Cat Noir looks goofy as hell, but I can see why they did it.

Also "chat" in French sounds essentially like "shat" in English, so...

...for the rest of my life, I'm going to refer to that kid as Shatner. That's fucking brilliant.

Sounds more like "shot."

They're not trying to hide the Frenchness of the show, they left some of the names not Anglicized, and and they took a chance on kids being able to handle one French word...I don't think it would've been an impossible stretch to put in two. Especially when it's basic kid-friendly vocabulary. They coulda pulled it off.
