Nope. As other people have mentioned, his nanny/whoever's in charge of watching him should've done a better job. (And that's giving the benefit of the doubt that he ever even saw the image at all. I think it's incredibly likely it's all bullshit, the kid knows nothing at all about the image, and his being so traumatized was entirely made up for sympathy points.) It's like the people who want any violent movies or video games banned because "what about the children?!" The world does not need to cater to "the children", it's their parent/guardian/whoever's job to make sure they don't see things that aren't appropriate for them to see.
