I don't know, I think people are more open to this kind of sympathizing than you might think. Look at M, a highly-regarded film famous for sympathizing with a child killer.

I imagine the reason why people aren't terribly outraged is because Sweeney Todd is probably a fictional character and there's little basis for believing he was a real person committing real crimes. So it'd be a little bit like wondering why more people aren't outraged about the entire movie franchise based on Freddy Krueger.

Okay but here is a serious point to be made off of it - Monster is not a documentary, and thus it is a piece of fiction, one based on true events, but still fiction. People are less likely to be outraged by it, because we have learned from various fiction, what types of narratives to expect, and "sympathetic killer" is an old trope - and one Monster plays into. People view and judge Monster as fiction, because that's what it is. It is not necessarily a matter of not telling real life from fiction, but in fact, separating "fiction based on truth" into its own category - one that the tropes of fiction like M or Sweeney Todd are influencing more than real life morals. This may be right or wrong, but it is a different issue.
