I shave whatever people might see in the immediate future, which can be anything from just the foot and ankle, to all the way up through the bikini line (or nothing at all in winter when I wear boots and/or socks).

The hair on my thighs is definitely a lot finer, but still visible, and my bikini line definitely requires pruning if I want to wear a bathing suit. I shave those areas less, though, because they just don't get exposed as often.

It's really not about what's normal, but rather what's practical and what pleases you. My mom would shave her legs right after showering by raking a single-blade razor over her skin really quickly and forcefully. It worked fine for her, but it gave me razor burn and ingrown hairs. Took me years to get the hang of shaving because it took me that long to grasp that the way my mother did it was not the only way and not the way that was going to work for me.
