Honestly, you could had stopped after the first one because that alone is reason enough to side with Cap. How could you trust that the government still didn't have Hydra agents that were very good at keeping their heads down and biding their time in it?

Right? We know of at least two government officials who were Hydra. Who knows how many there are in other countries?
