I prefer chewy cookies/biscuits myself, but I always, 100% of the time drown the things in milk anyway, so maybe it's something like they eat them with tea and that makes the crispy cookies/biscuits softer??

idk man, this just makes me remember how confused I was the first time I read the scene where McGonagall offered Harry a biscuit and I thought she just kept Pillsbury biscuits in a tin in her office, like that was a normal thing to do.
