My reasoning for that is:
-she is an original female character shoehorned into a pre-existing canon
-acts as a love interest for not one but two existing male characters, one of which is an established and massively popular character
-looks special compared to the rest of the wood elves (this is more meta though)
-the damsel in distress part is a plot device for the romance part which is a common trope in Sue-fic, the Sue tends to lose her power temporarily when it means she can be saved by her one true love
-has a lot of screentime and derails a lot of scenes for an otherwise unimportant character
-Has a tendency to be wiser/better than other characters around her even though she shouldn't be. The way she was basically schooling Thranduil was a prime example for that

So this, to me, fits the Mary-Sue tropes quite well.
