There is an idea that she represents herself as an ally but is not willing to take substantive action that would follow from that.

How so? She is an outspoken and vocal ally on her social media. She is unafraid to risk controversy among her fans and critics.

Making a side character in her YA series explicitly gay is really not the bar on what it means to be a good ally, or most of you all wouldn't be good allies. YES, as a gay person, I would've loved to see Dumbledore clearly be gay in canon. But if it wasn't necessary for the plot or storytelling, it simply didn't have to be there. No one should be obligated to include something in their writing in order to prove they support LGBT equality.
