The problem is that fans are generally not actually good at understanding what fans want from social networks, and then actually creating those social networks.

We should absolutely try to build and migrate to non-corporate platforms. But being non-corporate is not in and of itself enough, and Mastodon, Pillowfort, Dreamwidth, etc are not genuine alternatives to existing social platforms for that specific reason. Just wanting them to be good enough doesn't mean that they are.
