OP, I agree, but part of the problem is you have to PAY for non-fanfiction. You can't just read two chapters and then put it down.

(Yes, I realize Amazon and such usually have samples/look inside, but I also know that the first couple of chapters in fiction are the most extensively edited. And on top of that, what you pay for a book colors how you see it when you're done - if you paid a lot and it was a mediocre book, you're a lot less satisfied than if you spent nothing/spent less.)

Libraries and Overdrive, but I get your point.

Living in ruralish Oklahoma both my local library and Overdrive are very limited on what they have. I pirate audiobooks every now and again though.

I live in a rural area, and my library will special order damn near anything for me. I might not be able to read it immediately, but it's free.

Overdrive isn’t compatible with Kindles, the biggest book market, in some countries.

If the problem is that people can't afford to buy published fiction, are they going to own a kindle? What for?

A kindle is a single purchase that could be saved up for or given as a gift, whereas multiple books are many purchases that can add up. I got my first kindle for about 20 bucks because Amazon sent me a coupon. Plenty of people could have a kindle but be limited in how many books they can afford to purchase for it. (And also as for the 'what for,' half my kindle is favorite fanfics. I've also got a couple fan-translated light novels on there that I converted with Calibre, which is free.)

I just use the free kindle app on my phone.

You can put pdf's & other documents on a Kindle to read. Also, free ebooks/epub files exist on the internet, even without taking piracy into account. There's also Kindle sharing, so your friends can "lend" you ebooks via Kindle. On top of that, a Kindle is a one-time purchase (& you can often get someone else to buy it for you as your one big birthday/holiday gift). Buying original fic is multiple purchases throughout the year, & if you are a prolific reader, that can quickly get expensive without library access.

Owning a Kindle definitely costs way, way less than buying physical books. There are so many free websites where you can get books in digital format. It saved me so much money (and space).

The first couple of chapters in published works might be the most extensively edited, but most fanfiction isn't edited at all, so I don't see the relevance of that.

But you're right -- picking up a book without having a rec or something is a bit of a big ask unless you're already invested in a series.

My favourite series had the first chapter or so up online for free, so it piqued my interest. Without that... I tend to only try things out thanks to Audible.

It's totally relevant! The first few chapters of a fanfic ARE indicative of the overall quality. That is not true of published fiction (either self or trade). I have been so excited to read something, only to find five chapters down the line there's errors left and right (and enough to throw me right out of the story), or suddenly things make less sense and the plot isn't as well supported as I thought it would be.
