Yes, early on the show did try. But from season 4 on, the shows morality boiled mostly down to the girls + Leo can do anything and they are right vs. anyone who disagrees with them is evil.

The WB had only been around for about 5 or 6 years when Charmed came out so they had a tiny budget to work with.

Piper was alright, but she could *never* be wrong. Very demanding and bitchy when she didn't get her way.
Phoebe was great, most of the time. Needed a redemption of Cole arc, and a happy ever after for them.
Paige started off a nightmare, but became better as time went on.
