They don't think they're drunk.
Especially when people get older, "I'm good enough to drive." becomes, "I know I used to be good enough to drive after this many drinks." It's mostly denial, and a disregard for reality.

It's the lowering of inhibitions itself which is the problem. They don't think they should leave their vehicles/they weren't planning to drink so much/planned to drive home anyway- it combines to a total where they then convince themselves it's all going to be fine, that it's a defeat if they don't drive home themselves...
My mother's a chronic alcoholic, who both relies and demeans my father (a social alcoholic) to never drive drunk, unless it's to bring the both of them home.
Despite making a point that I didn't get my license to drive their drunk asses around, I mostly act as their carpool with it. As much as I hate it, I keep doing it because I know they'll be driving anyways...
