That's stubble, not a muzzle. Hanna-Barbara tended to draw a lot of their adult male characters with permanent 5 o'clock shadows.

Can't argue with that. You can tell it's facial hair because it's only the older dudes like Fred and Barney and George Jetson and Mr. Spacely that have anything like that going on and not the women or kids.

the adult male humanoid characters also all have those weird beak mouths because they're more easily animated.
