I'm just baffled by it because there's no one to make amends to! The Stark family, at this point, is one kindergartner. (And Pepper, but she doesn't use the name, is only related by marriage (almost 30 years after Howard and Maria died) and never met them. At least Morgan is a Stark and a blood relation.)

And... what would those amends look like? At least with the old man (I am terrible with names of minor characters), Bucky could give him closure. Morgan probably doesn't know how her grandparents died now, but it's information that she'll have when she's older.

I'm not even saying that Bucky needed to make amends (but then, I find that entire part of his storyline to be badly done) in any case, but in that case, there is no one left who was harmed by this.
