Bold of you to assume that the very rich are all that interested in helping poor minorities. To be serious though, I honestly don't know why. I feel like maybe they just don't think it would bet them any real benefit, because heaven knows most of the very rich do NOT do philanthropy unless it will get them something. But you'd think someone out there would want to be the hero who saved a city from bad water. Idk man. I don't think rich people operate on normal logic in a lot of cases.
