Agreed. Writing fanfiction tends not to exercise world building skills or characterization skills because the foundation is already laid - and most authors don't really expand or build upon it further. If someone's trying to file serial numbers off and publish it as original, it often doesn't work unless they manage to completely rebuild a significantly difference universe that still makes sense for the story.
