To me if used to refer to a non-fanfic/non-published fanfic (as in novels of a movie for example), it would mean that the characters and/or the world feel like they are copies of those created by other authors.

Basically, fanfic and non-fanfic equally vary in terms of quality for me. The essential difference is that fanfic is taking someone else's world and characters and writing a story with them. So that's what I'd think if someone was saying a non-fanfic reads like a fanfic: that the characters and world don't feel original but feel copied.
