More than fair, honestly. Chekhov was grumpy and adorable and his story didn’t get too much with meat until WoK. I mean, I love him, but he didn’t get too much to work with. Bester, on the other hand, busted straight out the gate as smug, hateful, smarmy, vicious, petty, competent, terrifying and shockingly loyal in extremely specific and limited ways. Like, as an onscreen antagonist who wasn’t a bunch of lights and/or shadows in a suit on that show, only Sebastien even came close to Bester’s raw presence. Walter Koenig was having a blast.
