Hosting images takes up a shitload more of server space than text-based does, they can't afford it.

I understand that it's expensive but it's also clearly within their purpose and their remit. And the fact it's expensive is also why it's important and valuable - because it means that fanart is generally harder to host and preserve than other types of fanwork.
