Rasputin seems like a real-life supervillain to me, so I don't see the problem.

He's not though according to historical books. He was a folks remedies guy that helped the hemophiliac prince.

also the Russian rulers at the time, who were very wealthy but not at all well-educated (some of them were completely illiterate) believed he had magic powers and he knew a good opportunity when he saw one.

his main 'magical power' was preventing alexi from bleeding so much which he achieved by forbidding the empress and her doctors to give the boy asprin, which is a blood-thinner. so when rasputin was around, he bled less severely because of this aversion to asprin.

Believing in magic has no link to literacy. Russian rulers at that time were literate and spoke mostly French as was the rule in high society.
Emperor's relatives held high posts due to nepotism and had a good education as well.

Erm, very incomplete picture. He was also a drunkard, drug taker, promiscuous and financially corrupt. Not the worst guy ever but no Saint.
