I've also seen entries on AO3 titled "Someone please write this fic" and then it was five "chapters" of fanfic ideas they wanted someone to write???

If you want your idea written so badly, pay a ghostwriter like William Shatner did. Okay maybe make it better than Tekwar, but commission it nonetheless.
