Short answer: a player who wants to do stereotypically wacky nonsensical stuff that detracts from the intended narrative and mood of the game. Basically the same as "chaotic random".

Long answer: there's a clan of vampires in Vampire: The Masquerade called the Malkavians whose schtick is that they're all deranged and crazy. One of the stereotypical kinds of player in that game is a player who plays a Malkavian and just does wacky nonsense stuff all the time. This got called a "fishmalk" because of an illustration in an early rulebook where a Malkavian is shown holding a dead fish up to his face and fondling it.

That's....really not new, complaining guy in the post. I was DMing back in the 80s and there was almost always one in every game and it was fucking annoying.
