I would say no to both. But I would say - in the latter case - if Peter and Paul were teenagers who still lived with their parents, I *would* put an incest tag on it (just because that's the way that trope is usually played).

Yes, if they were living as family or if they got to know each other primarily as step-siblings I'd def tag it as incest. Example #2 would be about two adults whose older single parents remarry each other, so they're technically step-siblings but that would happen after they've already met as individuals.

I think ultimately, with edge cases like this, it probably comes down to how the writer wants to treat it. If the writer wants to treat it as incest, they should tag it that way. If they want to treat it (for example) as a goofy romcom premise, it probably doesn't need to be tagged as incest.
