Woah, those scenes aren't part of the book!? That's crazy to me, they felt so integral to establishing A & C's relationship and dynamic!

Aziraphale and Crowley are still a huge part of the book, but it's better balanced between them and everyone else than the series, where it's like everyone but them is a footnote*

*not the fun Pratchett sort, either.

AYRT - I mean, you're not wrong about that. Having not read the book, my feeling about the TV series was that the A & C parts were excellent, but that everything else felt extremely rushed, and the series overall felt like it was just getting started and then suddenly it leapt right to the climax. Which was a bummer, because with twice as many episodes to develop the story and the other characters I think it could've been really excellent.

That said, the answer, to me, is definitely not "They should've given less screen time to developing A & C." The answer, IMO, is "It should've had a longer run time."
