Child neglect wasn't taken as seriously back then. It was a convenient plot device to get kids to have adventures their parents wouldn't have allowed if they'd looked after them properly. Blaming the adults in the book for not doing anything is silly, like blaming characters in slapstick for not stopping to check carefully for injuries every time someone slips on a banana peel.

The book is not an adventure story and the child neglect is a plot point.

Like anon above said...I mean, you're not wrong in general, but it's a really intentionally significant part of the Meredith kids' story that they're known to be badly neglected (and no one DOES ANYTHING to help), yet they are still harshly judged for the effects of the neglect, like dressing inappropriately/shabbily by contemporary standards or not knowing how to act like prim and proper early 1900s middle class children in every circumstance
