Not OP but I remember about ten years ago someone taking art and story submissions for a zine for one of my favorite ships. They weren't charging people to submit, but the zine never materialized, so basically they got a ton of art and fics that in some cases were never published or posted elsewhere.

Once the project was scrapped, what was stopping the creators from posting their art and fic elsewhere? Several times I’ve posted stories originally written for fan projects that never materialized.

That's normal though. Some projects never go off. Nothing stops creators from posting. Some people just burned out or do not like their stuff anymore

I have seen a number of people post their content even if the zine was super delayed (Answers for FFXIV to name one) or never came to fruition.

There have been recent enough ordeals with zine mods scamming to the point there's a list or two of warning signs out there. A cursory look over this zine doesn't raise any red flags so I'm really curious about what OP knows and... failed to share, I guess?

Funny, I do remember one that people were charged to get a copy (plus many art and fics to submit) but the zine never materialized and the people never got their money back. Zines these days is a double edge sword.
