... Possibly he thought she preferred investigating over running a department...? Still overbearing, but he was pretty good at reading people, I thought. (Or maybe he was being a bit possessive, shrug)

That's possible, and maybe he just gave the excuse of "she's too young and inexperienced" because he was speaking to the Emperor... but that might be a reach. It's not like the Emperor would've been offended if he'd given the real reason. It just came off like a joke where he didn't want her to run the department because he wanted more of her time, which is... a bit yikes.
