TOS is '60s sci-fi at its finest - which basically means that, yes, the special effects aren't great. The stories range from cheesy fun to some of the best sci-fi that era has to offer. If you can get past the dated look, I'd highly recommend at least trying it.

DS9 is my personal favorite Star Trek series - it's darker than TNG, but it was also the first ST show to benefit from the rise in the number of ongoing storylines in the late '90s/early 2000s, so it has a more modern TV sensibility than TNG or TOS.

As for other sci-fi series that I'd rec, Space: 1999 has a similar mix of considered, cerebral plots and absolute buffoonery as the best of Star Trek, Babylon 5 is one of my favorite sci-fi shows of all time (though it might get a bit dark for what you're looking for), and Farscape is ridiculous and I love it.
