Also, at the risk of sounding like I'm going "back in my day, uphill, both ways"... anime is a relatively normal interest nowadays, at least in the US. You see merch in stores like Walmart and Target, it's been airing on TV pretty commonly for the last 25 years. "Normal" streaming services license it, tons of it gets released on DVD/Blu-Ray/etc. If he's still like "lol animu is for weebs" he's been living under a rock or something...

Or is "weeb" intentionally a lighter version of "otaku"? I had been going with the assumption they meant approximately the same thing.

"Weeaboo" was the output of a particular mid-2000s website's word-replacement filter, with the input word being "Wapanese". As you might guess, "Wapanese" comes from smooshing together "white Japanese", and was specifically white-person-cringily-obessesed-with-Japan and super derogatory.
With the time since then, I think "weeb" has softened quite a bit in use, but that might depend on where in the internet you operate.
