Short answer: no.

Long answer: "queerphobic person is just secretly queer themselves" always comes across to me as a convenient way for non-queer people to wash their hands of any association. "It's not US hurting you, YOU'RE actually hurting yourselves." Does it happen? Sure. But it's FAR more likely that homophobes and transphobes are just cishet people who hate us.
