Classist yes, intentionally so. That's like the entire motivation of the bad guys. Racist? It doesn't meet today's expectations, but for the time it was published it was not racist at all.

Given that the secret is about Hagrid, I figure anon is thinking more about the fantastical racism-type stuff - that is to say, the depiction of fantastical magical races in ways that is uncomfortably reminiscent of real-life stereotyping - rather than JKR's portrayal of real-life non-white characters.
