My Windows laptop has a little thing in the toolbar that displays the weather, which I like, but now it'll also sometimes display a BREAKING NEWS chyron for me to mouse over and look at what the breaking news is. Because, A, it's 2022 so I always assume that if there's breaking news it must be some kind of disaster. And B, it's always something completely useless. Today it was "BREAKING - first images from James Webb Space Telescope." FFS.

I appreciate the news! I would just like it to be delivered in a way that I can control, and that does not make me fear for a brief second that the world has exploded.

You might already know this, but - to turn that off, right-click your taskbar, go to 'news and interests' and select 'turn off'. That should leave the weather but get rid of the 'breaking news'.

I totally get how annoying that is, and how most of the time, the 'breaking news' is neither news nor 'breaking'.

When I do that, it takes away the weather, which I like having there.

But apparently (supposedly) "Reduce Taskbar Updates" does take away or at least reduce the breaking news updates, so hopefully that'll improve the situation.

Oh, how annoying! It's only supposed to take away news and interests! I'm glad you found a semi-functional workaround. I don't have anything like that on my laptop - it has 'Classic Shell' so it's basically Windows 7 Home edition, because I loathe Windows 10 (had to use it at both jobs in the past five years and hated, hated, hated it. Hate it. Loathe it.)
