I mean, I'm European myself and there really is no such thing as a "European culture". So many countries in Europe have such wildly different cultural norms and backgrounds. That's like saying there's something like "Asian culture".
So, the culture of you specific country? Sure. Maybe even some sort of culture of the general area (Scandinavian culture, for example), maybe? But European culture? No such thing, really.

I think they mean their European culture as in the culture of their country that they live in that is in Europe. Otherwise the phrasing is just weird.

Possibly, yes. I have seen people talk about European culture as if that was a thing before so it's also possible they actually meant that. Then again, I've also seen people invalidating culture/cultural history from European countries by what's usually the wannabe woke flavour type of people who have really dumb takes along the lines of "the only culture you have is stolen from countries you colonised" so... idk.
