Because it's not their intellectual property to be using? The copyright belongs to the original creators, you can't just go around selling your art of Wonder Woman on a t-shirt without getting the permission of the person/company who holds the copyright.

And they won't give you that permission unless you pay them royalties because the characters aren't yours and you have no right to them.

That depends very much what fandom you're in. Not all fandoms are for works currently under copyright, and some types of fandom art are transformative enough for this not to apply in all fandoms.
