It's completely necessary both practically and philosophically. no attachment isn't not feeling love or affection, it's about not wanting to control another living being in order to preserve the feelings the relationship gives you (or the attachment). as both people who need to balance cosmic forces and people who are an arm of a federation, this prohibits corruption, philosophically or politically.

“Fear leads to anger, anger leads to hate, hate leads to suffering”
this is obviously about wallowing in those emotions/those emotions being foremost for you, cmon. also, perfectly rational fears often lead to dysfunctional behavior, I don't think it's useful to pretend otherwise.

learning to deal well with them is important.
this is the point of jedi training, but we have very little good understanding of this from the movies since everyone who gets trained is doing so in atypical circumstances.
